How I interpret it is simply a misplaced comma. "Every time you come up, something behind your back happens to bring you back down." Based on the picture, Buzz is behind Todd's back. He's coming up, Buzz is happening to bring him back down.

Maybe I'm misreading it...

This is how I interpret it. I don't understand the ugly-vest interpretation. 

However, I doubt Todd, or anyone looking for more PT, would be bold enough to post that pic with that comment, especially on a public website.
