True, he has historically picked a lot of chalk.  (Half this board was saying you could be in the top 20% of your office pool by picking all chalk.)  I think it's worth noting that he hasn't picked an upset against us in 5 years...  I don't feel like doing the research but that might be wrong.  He may have had Washington.

yeah...didn't know i needed teal for that one.  sitting above 14,500 is a beautiful thing to see.  not that it's all his doing, but it's hard to argue with the results. 

until today i liked the guy...now that he picked IU, it's probably best he doesn't have a 3rd term option, as i couldn't vote for him after that pick. 

don't know if i've mentioned it yet today, but i still think crean is a prick.

It has changed throughout history.  As it currently stands the President submits a (dream) budget by Feb 1, and then Congress can do whatever they want.  Except they have failed to adopt any budget for years.

The HoR is the one that can approve spending.

Hards is right, President by law must submit a budget each year.  Then it is up to the House and the Senate to pass a budget.  Senate hasn't brought one up for vote in 4 years until a few weeks ago.
