The maximum number of BE teams that can make the sweet sixteen is 9 (of the 11).

This because MU/Syracuse as well as Cincy/Uconn could meet in the second round.

I say 7 as I'm a BE fan optimist.

They could go 0 - 11 in the first round.

No.  Teams can lose in the 1st round, thus taking away from the possibility of 2 BE teams playing in the 2nd round.
