William Wesley: Who Is He?

I get the general understanding of who he is and what he does, but does anyone think he's figuratively running the NBA?  What I've been seeing and from what I've read, he sort of reminds me of Frank Lucas - powerful, never in the spotlight, building some sort of empire.
