Who will hurl "obscenity-laced tirades" at visiting Big East coaching staffs now that Fred Hill is gone?

The incentives are probably akin to non-compete clauses.  I'm sure there's language in his exit agreement that prevents him from accepting positions in the BE and probably in regard to recruiting - present and future.  For abiding by those he'll receive incentive payments. 
If you don't have those monetary incentives, he is essentially being bound to comply to Rutgers' rules without any reason to comply. 
The $850 seems fair given what would be owed to him.

I mean, does anyone believe another Big East program is going to hire Fred Hill? Unless, of course, a school needs someone skilled at hurling "obscenity-laced tirades" at opposing Big East coaching staffs then they have their man in Fred Hill. Perhaps Pitt will hore Fred Hill. That way they know their coaches will be protected from his "obscenity-laced tirades."

In short, no. 
However, unless the exit agreement explicitly states that he could not, he could.  It would require a hugely underhanded move by another BE member, but it could happen.  Can never be too cautious when crafting these sort of agreements.
