NCAA Rules concerning transfers?

When can schools contact an individual?  I thought that a student athlete could contact a school, but a school could not contact an individual until the official release was granted.

With the elder Maymon's phone ringing off the hook on Monday (pre-release), were there violations?

1st) nothing Tim Maymon says is to be believed.  He lives in a fantasy world where Central Florida is a final four contender.

2nd) You have to ask the question, is contacting the parent the same as contacting the student athlete?  I don't know the answer.   Seems like a potential loophole but the whole recruiting game seems to be knowing which loopholes you can use.
