I don't think missing a scrimmage and an exhibition game would be enough to lead to a transfer.

Plus it is an NCAA issue, not a UNC issue.   I actually think UNC helped him, as their punishment that the NCAA agreed to results in him missing no games. If they waited for the NCAA to issue punishment he may have missed games.
