The NCAA deems the camps to be "contact".  It doesn't fit the strict definition of it, but they interpret the fact that the recruits are receiving coaching/instruction from coaches as "contact".  How it is okay to view the contact but not interview them during it, I do not know but that is what multiple writers from recruiting services and newspapers have been told by university compliance offices and the NCAA. 

If you don't believe me, you can take it up with the writers who were told they could not contact recruits during their visits.  University of New Mexico forbid one of the Scout.com writers from contacting players after they checked with the NCAA.  "Per NCAA rules no videos, still shots, or interviews with perspective athletes is allowed on UNM property."  So they could only do a write up.  Same thing happened to Eric Bossi, Dave Telep, Todd Rosiak and many others as well.  And that doesn't mean the the reporter could then call when they are off the property, it means as long as the student athlete is on campus they cannot be contacted by any media members.

But, as Lane Kiffin had to learn the hard way, it's okay for other coaching staffs to call them.
