I noticed on the Illinois roster there is a dollar sign on each player's bio right next to their social media links. If you click on it, it takes you to a page where you can pay the for autographs, tweets, etc.

They aren't paying for performance. They used a performance related example but you could send any athlete any amount for any reason.

What is allowed and not allowed only matters if anyone enforces anything, which it has been clear that nothing will be enforced.
