Ran into the West Virginia Mountaineer basketball team at Newark Airport today. Was waiting in the TSA lines with one of them. They evidently were traveling overseas for their every five year international trip.
Me: Say hi to the Huggie Bear!
Ballplayer: Are you Mountaineer fan?
Me: No, but we miss him!
Ballplayer: Are you from Cincinnati?
Me: Hell no -- Marquette!!!
Ballplayer: Yeah, we really wish we were playing in the Big East. We miss it.
Me: We miss Huggie too! Wink wink!
Both: Laughing!

Anyone can signup and receive TSA pre. It is $85 for 5 years. Many credit cards will cover the cost and so will rewards programs. Universities will host signup and interview session on campus.

Departments can pay for SA's to have TSE-Pre
I always thought TSA Pre was also dependent on your frequency of flying.
If you fly frequently and never caused a problem, they would give you TSA Pre.
If you infrequently fly, perceived as a greater unknown, hence, regular security.
I've gotten TSA-Pre for free a few times now, and I don't even fly that often.

(The trips can be taken every four years.... only once every four years... They went in 2015... 2016 no 2017 no 2018 no.. 2019.. yaaaas.... so, they've now gone twice in the last 5 years.... and, I think their trip overseas wrapped up on August 11th.. not sure where you were flying out of, but would think they would have been heading home)

Very possibly. They could have cleared international and were looking for the domestic arm of their flight.
