He's a freelance writer who contributed to sources such as CBS News, I believe. So much for that career.
I understand that it's not uncommon for twitter jokes to miss their mark and it's understandable that it's going to happen from time to time. However, in this case, I have absolutely no idea how this guy could have thought his remarks would have been viewed as anything other than insensitive and abhorrent.

Appropriate yes. Amusing no. I would roll my eyes at it and not agree with it but it is perfectly acceptable. Politicians and celebrities are part of the public sector and as such are fair game for jokes at their expense. Just because not everyone finds a joke funny doesn't mean that the joke shouldn't be made. If that were true, then dad jokes would have been banned long ago!
More importantly, trying to compare a jab about the fictitious death of a high profile politician to a joke made immediately after the actual deaths of 22 innocent victims unnecessarily politicizes a tragedy. The only thing that should matter right now is thoughts and prayers for the victims, their families, and the people trying to help them.
Maybe not the biggest jerk, but I've always found Joe Terrian to be insufferable.
