It's great that the referees are advised to emphasize the hand checking on ball handlers early on in the year and we have games where there are well over 50 fouls called, and then by the time you get to the NCAA Tournament you are seeing games where there are 7 fouls with 4 minutes left in the half/game...between the two teams combined. And, in my opinion, there is a lot more contact and hand checking going on in these games than there is for a UNC vs. Little Sisters of the Poor non-conference game, as the stakes are obviously higher and the intensity much higher.
I am all for letting teams play and calling games like they have been in the NCAA Tournament (as a whole, not the blatant missed calls that have helped determine a game). But the worst thing that can happen for teams is to have games called 3 different ways throughout the season (SUPER tight early in the year, still fairly tight in the conference season, and then nothing in the NCAA Tournament).
I think the "emphases" stuff is so stupid. Let the refs know what is a foul and what is not and have them do the best to make those calls. Don't "emphasize" one type of foul over another. A foul is a foul, whether it's hand checking a ball handler up top with 39 minutes to go in the game or intentionally slapping a ball handler to stop the clock with 15 seconds left in the game.
Like a lot of things in life.....we have vastly overcomplicated things in the effort to make things fair/even/equitable/perfect (whatever adjective you'd like to use).
Rulebook needs to be simplified and if it's a rule, it's a rule...not more points of emphasis. Lastly, I think the block needs to be banned in college basketball. Block/Charge calls are the single worst call in the game and it can significantly swing games and the rule is never called the same way twice.
This tournament has increased my appreciation for the pro game. The officiating, and inconsistency, ruins the game.
College basketball refereeing is broken in all sorts of ways.

Correct, NCAA officials need to be "federalized". The conferences are doing a terrible job of developing and retaining high quality, consistent referees

They don't work for conferences. I believe they are all 1099 contrators.

sorry, stated it wrong. Basically, the defender is called for a foul if they are not actively making a play on the ball (can't just stand there and get hit) and eliminate the restricted area. The defender is entitled to their space so if they get bowled over it's still a charge but they have to be in the act of defending.
This will eliminate a lot of the secondary defender slides over and takes a hit nonsense and reduce the complexity and number of fouls called.

Correct, which is part of the problem. And while they don't work for the conferences the vast majority of officials have two or three conferences that they contract with almost exclusively. Hence why we get Pat "Double T" Driscoll so damn much.
I personally am a fan of not counting charges as fouls. Make them turnovers only.

So why not do away with charging? You can't draw a foul if standing still, but if you're bowled over during a drive (arm extension, etc.) it's still an offensive foul. But if there's no charge, players will be forced to move and make a play on the ball.
