With Syracuse vacating 9 league wins from 2012, Marquette is now the 2012 Big East regular season champs. Also gives us back to back titles in 2012 and 2013. Way to go, boys!

So Boeheim loses 108 wins, but the other coaches will still have those losses. So when you add up everybody's wins and losses, they won't match.
With the scholarship reduction does this put any of Syracuse's recruits in play?

Unfortunately no. In typical NCAA fashion, this didn't have any impact on Syracuse's 2003 national title or 2013 Final Four appearance. Just by chance it was all the years in between.

From the sound of things, if they have committed players they can put off the scholarship penalty until 2016-17. Right now, I believe they have 1 opening for next year, so they can either shed two scholarships or have two players transfer. I doubt they will get rid of any of their incoming freshmen, but sophomores Ron Patterson (once a MU target) and Chinonso Obokoh have been bit players that could easily be shuttled along, while senior Michael Gbinje (recruited by Wojo at Duke) may be able to transfer as a graduate student with one year of immediate eligibility.
Christmas graduates and they get rid of two of those three and they can start the scholarship reduction next year. It wouldn't surprise me if we saw transfers, it would certainly make it easier for the next coach as after this I find it unlikely Boeheim will be there for all four years of the penalties.

Lots of variability among sports, and sometimes even within a sport.
I believe Final Four spots of teams that are subsequently disaqualified are just left blank, while the Olympics gives it to the next finisher.
Cycling is kind of situational. Most Tour de France winners who are subsequently disqualified are replaced by the runner up, who is listed as the winner. But then when Lance was disqualified, they just vacated all seven - I think an acknowledgement that the entire field was probably doped up those years.
