Concussions are a serious injury. The school will not clear Carlino until he is absolutely healthy. Hopefully he is ready for the Big East Tournament.

I think Wojo knows that the only thing that can save this season is to win the Big East tournament. The odds of this happening is very small, but for any chance of this he needs all 8 players to be 100% healthy. Therefore, not playing Carlino against Villanova serves this purpose.
You have to be worried about his rustiness since the last time he played.
