If his game and conditioning is anywhere near ready, I say start him against Savannah in place of Lockett and let him work out the kinks. Unless Lockett steps up his game, start Mayo (if he is ready and eligible) and Blue in-conference.
It sounds like he won't be back until the 17th, and the Savannah State game is on the 15th.
I think it would pretty much be a slap in the face to start Mayo first game back from academic ineligibility ahead of Lockett. My guess is Mayo is eased back into the rotation when he earns it. Remember that he hasn't practiced either.
If I were handicapping this (and I guess I am), I'd say there is between zero and .00000001 percent chance of Buzz starting Mayo in his first game back.

Mayo will be back when the academic committee clears him and when Buzz is satisfied he is committed.
