This is exactly why the Jaguars should have traded for Tebow.

Shameless.  An NFL team having to tag along with a college basketball game?  Only the LA Jaguars would do that.

But does this mean that there may be tickets available to the public for the MU carrier game?  I was told by my ticket contact that there will be few, if any, tickets sold to the public and it will be almost exclusively military personnel.

So you have to pay for 6 football tickets, 4 of which you don't get? Do you get to declare the value of the 4 tickets as a donation?

Donations to individuals are not deductible as charitable donations. It might be treated as being donated to the City, which could make it deductible.
