That article is pretty alarmist. The net won't be restructured anytime soon because nobody really owns it. Even the new IPv6 standard (which is pretty simple) is taking forever to adopt because everybody everywhere has to update their infrastructure.
On the other hand, if the US government keep trying to pass legislation like PIPA, SOPA or approve of the ACTA treaty then there won't be much of an internet left standing.
