My favorite economist, Tyler Cowen (and yes, I have a favorite economist) collaborates to help explain the bowl system and where the money flows.  I found it interesting to read.

Practical and moderate approach with libertarian underpinnings - Cowen is a usually a voice of reason in an otherwise shrill ideological environment.
