Seriously, this is typical NCAA. They have issues with scouting services directing players to specific institutions, but instead they simply ban all Rivals subscriptions? This is going to hurt the small schools way more than the big ones.

1. I sincerely hope that schools - small and large - aren't basing their recruiting decisions on videos posted by Rivals.
2. I'd guess that anything Rivals has on its sites - or comparable videos - are accessible through high school coaches/athletic departments. A little more difficult to obtain, but not unobtainable.
I think you're right that it's a silly and trivial matter, given everything else on the NCAA's plate, but I don't see it as a much of a big deal either way. Besides, it's an entirely unenforceable regulation. I suspect Rivals won't be eager to share their subscriber list with the NCAA and the NCAA won't be spending its time tracking down the browser histories of every athletic department employee.
Rivals should just change their name to circumvent the rule. Problem solved.

This is more a football issue. With 100 schollies ad 300 schools ... yes they offer based on videos.
Basketball with only 13 kids total, averaging maybe 4 a year, they do look at them personally.
And I agree it really hurts D1AA footballs schools that have 25 spots a year to fill and rely on videos to find players.

Actually, I-AA teams only have about 16 scholarships to give a year (or 63 in all) and I find it unlikely that they rely on Rivals videos to find players. I've had friends and family recruited to play in D-II and D-III and in every instance a coach came to see them in person and/or contacted their high school coaches/athletic departments about him. A coach who makes recruiting decisions based on what he sees on Rivals is lazy and likely soon to be unemplyed.

I know a D1 football player at a B12 school. He sent videos and Rivals links to assistant football coaches at various B12 schools. This videos were instrumental in getting his schollie.
Yes, they will look at you before they offer. The videos get you a look. Without them, how does a kid from Chicago get an offer from Colorado? How does that Colorado O-line coach decide if worth a plane trip to Chicago?

OK, fine ... before the advent of Rivals, no kid ever was recruited to play outside his home state. After all, how could a school in South Florida find a quarterback recruit from, say, Ohio, like Bernie Kosar? And how could a school in Nebraska know anything about a kid in California, like Lawrence Phillips, or a kid in Florida, like Tommie Frazier? Or how could a school in Wisconsin know anything about a Ron Dayne-type running back from New Jersey?
Oh, and Colorado somehow recruited guys like Kordell Stewart and Eric Bienemy (Louisiana), Michael Westbrook (Michigan), Rae Carruth, Chad Brown, Ted Johnson, Rashaan Salaam and Charles Johnson (California) and Mike Pritchard (South Carolina) in the pre-Rivals days.
