I have seen a few on some college courts. I actually can't remember which ones tho. It was smaller than the one the NBA uses.
Is that something the NCAA is thinking about adding?
Didn't they experiment with the charge circle and expanded three-point line a few years ago in non-conference games? They went with the expanded three point line but I don't think anything ever came of the charge circle.
Seth Davis talked about it here. Seems to be an NCAA experiment in some of the preseason tournaments.

Is there any type of replay reguarding it in the NBA (ie if a playrs heel, etc was actaully on the line when they took the charge)?

No. It is not replay reviewable.

I agree. If you are standing that close to the basket and allow a player to get that deep, you deserve to either get run over or dunked on. I'm sure our frends to the West wouldn't be happy about that rule being implemented in the college game.
A no-charge rule has already been implemented, but the arc can't get through committee. Just another example of the genius that is the NCAA.
