Also, isn't blocking the BE schools meaningless? I thought that the BE had a rule that a transfer from one BE school to another would have to sit two years. No one is going to do that.

kinda dumb question but; so after sitting out the year, will he have 2 years of eligibility or just 1?
He should have two years of eligibility. When you transfer, you have to take the year to sit out, but don't lose your time of eligibility.
