20 is probably not right, but it's been at least that long. Besides, Gumbel will say the exact number in the first 30 seconds of the show.
CBS has had the NCAA tourney rights since 1982, if wikipedia can be trusted.

Props to Brewtown, it took Gumbel all of 11 seconds to say "for the 29th consecutive year.....CBS brings you..."
