Can he "transfer" after classes start?
Yes, he can transfer after classes start, but I believe he then sits for a whole year as opposed to one semester.
He doesn't have to do anything.

He has to sit for an entire year, no matter what.
depends what you qualify as a year. If he enrolls before this semester starts, he'll sit the remainder of this season and be eligible this time in 2011.

Technically, he can transfer after classes start this semester. He has 12 days from the start of classes to be admitted/enrolled in order for that semester to count in establishing his "residence." He then has to complete 2 semesters of full-time coursework to be eligible, not including summer term.
He needs to have his bags packed.... :o

He was supposed to visit Baylor and Central Florida this week as well...and I dont believe those visits happened either.
Here's a question for those who know NCAA regulations. Are these "official" visits? Are these schools paying to fly JMay (and presumably Tim) around, or is the Maymon family paying to visit these schools? Are transfers like HS kids and limited in the number of official visits they can make?

I have been trying to figure that out as well.
I have seen various reports on different transfers, and they seem to vary. Some say "Transfering Player X has took an
official visit to ______ University this weekend." Others say "Transfering Player Y visited University of ______ this weekend."
During HS, a player has 5 official visits...perhaps the balance of those that he does not use stays with him. Example...a player uses 3 official visits during HS. Does he have 2 left to use if he transfers? I could be wrong, but I dont think Maymon used any of his official visits in HS.
If I had to guess, the number of official visits you get as a transfer should not affected by the number you took as a HS recruit. My logic being that if a poor student-athlete takes all five of his official visits and then gets into a situation at his university beyond his control (e.g. the coach leaves or is fired) that creates a negative environment for him, he would be disadvantaged by NCAA rules by not being allowed to take an official visit or being able to afford an unofficial visit to a school that may help him into a better situation.
Now in this case, it would appear as though JMay brought on the situation himself (or his father did, whatever) so maybe the rules should be different. But I don't think the NCAA would ever risk such a move that would limit a player's ability to transfer, whatever the reason may be.

Transfers are given one official visit.
Institutions also have a maximum number of official visits they can provide per year - 12 for basketball - so that may be a factor in determining where he takes an official visit.

Right or wrong, the NCAA's position is that the student-athlete commits to the institution, not the coach. If a coach leaves, the players are expected to remain at the university. Of course that's not 100% realistic - players do choose institutions because of coaches, new coaches may bring in different players (see OTL on Calipari), the player doesn't fit the new system, etc - so the student-athletes do have the one official visit if they wish to transfer because the coach left or any other reason.
All I know is that he has to go to a team that knows how to "play right"!
