Yes. Everytime condos and apartments say you can't get it, well they are violating FCC rules which say they cannot prevent you from getting it. The law expires this year but Congress will extend it most likely.
Incidentally, Peter King thinks the deal basically avoids a lockout.

No, he thinks that the owners will do whatever they want to get a deal that they want, because they'll still get about $31 million a year regardless.
