Whether it is the start of free agency in college sports or simply the fair thing to finally do for the athletes, the NCAA is about to make a monumental change to its transfer rules.
The Division I Council meets Wednesday and Thursday, and the agenda includes voting on a proposal that would grant all college athletes the ability to transfer one time as undergraduates without having to then sit out a season of competition.
All indications are the proposal will pass. When it does, athletes in football, men’s and women’s basketball, baseball and men’s ice hockey will for the first time be immediately eligible to play after switching schools without asking for special permission.
For decades, the penalty of giving up a year of eligibility helped deter athletes from transferring, at least in those high-profile sports. In all other NCAA sports, athletes were allowed to switch schools once before graduating and play immediately.
The exception will soon be available to everyone — which is likely to mean more transfers than ever.
South Dakota State athletic director Justin Sell, a member of the council, said the lack of uniformity in the rules across sports had become difficult to justify.
“Trying to create opportunities for students that are equitable across the board, it becomes much more difficult to create a case of why a football student-athlete should be sitting out when a volleyball student-athlete doesn’t have to,” Sell said.
Exactly. Talk about discrimination. Lacrosse, volleyball, swimming, wrestling and track athletes have had unfettered free agency for decades but those in 5 sports -- and only 5 -- haven't. Ridiculous. Not to mention that students who receive scholarships for arts, journalism and other pursuits also have had unfettered free agency.
Coaches will have to work harder, change tactics, adjust, whatever one wants to call it. And that's OK; that's why they get the big bucks.
Despite a few horror-story scenarios that some will try to paint, this will mostly benefit the mid-majors IMHO because of all the Jamal Cains, Steve Taylors and Traci Carters who transfer down for playing time.

Much like modern pro sports, this isn't true free agency*. You can only transfer once without penalty. Will transfers increase? Sure. But it's not like we're going to see Chris Otule play for 6 different teams unless he wants to be in school for 10 years (which he might).
* in pro sports you have earn free agency, here you are given it but lose it as soon as you use it

I still think that the 5 to play 4 rule is a bigger problem for both the players and coaches then the transfer/sit out a year rule. 5 to play 4 is what screws kids out of eligibility, not the sit out rule. If you changed the rule to 8 to play 5 nobody would get screwed out of eligibility, kids would have more time to get more meaningful degrees and you would open up the possibility of athletic scholarships covering post graduate degrees for athletes that don't play in the NBA. This would also give kids the option of sitting out a year or two without transferring to focus on academics without the pressure of potentially losing eligibility. Keep the sit out rule, go to 8 to play 5. A kid could transfer every year and still not lose any eligibility.
