The cop was not overly aggressive.  Some politically correct female reporters from ESPN and other sources complained about the smell and demanded the cops tell them to put out the cigars so they could do their jobs in the locker-room. (it was technically against state law and the cops were more worried the media would write unflattering stories about them if they did not act.)

The reporters tweeted about it.

So, asking people to enforce the law is now “PC run amok?” Dumbass.
“You either smoke or you get smoked. And you got smoked.”

New Orleans police were monitoring Heather Dinich's twitter feed throughout the night, and the moment she tweeted about how smoky the locker room was, they took it as a "demand" of how they ought to enforce the law and sprung into action out of fear over bad press.
Very credible conclusion you've come to.
Except one major problem with your very dumb theory.
Dinch tweeted that at 12:25 a.m.
At 12:16 a.m., Alabama beat writer Michael Cassagrande tweeted the following from inside the locker room:
"Cop just walked into a smokey LSU locker room dead serious and said everyone smoking a cigar is subject to arrest."

In other words, the cop did this at least 9 minutes before Dinch said anything (assuming Cassagrande was tweeting very fast).
