If a state is going to have extreme travel restrictions for tourists, they should provide testing. Asking private citizens to provide documentation will only lead to many situations like this.

Calling Zar a criminal is laughable. What he did was dishonest, not criminal. Literally, yes. Figuratively no.
By the way it is a felony on most states

The great majority of traffic violations, including minor speeding offenses, are not categorized as crimes.

When you travel outside the US and return you need a test and you pay for it. The Feds don't. Private citizens are required to pay for and provide the result.

Even so, tests should be in a sanctioned environment. It will be rife with fraud if you just let travelers show up with whatever documents they come up with.

so you are saying Lazar intended to endanger others? I doubt that. More likely, Lazar understands that the COVID vaccine does not prevent infection, and does not prevent transmission. The vaccine reduces symptoms, as pharma has stated. It would appear Lazar is not vaccinated, reasons personal to him, and used poor judgement with falsified paperwork. But, intent?
