There aren't a lot of numbers available for the incoming class to choose from.

Returning players:

2-Butler
10-Cubillan
21-Fulce
32-Lazar
33-Butler
42-Otule
45-Frozena

Retired numbers...err...jerseys:

3-Wade
11-Apollo 11
14-Meminger
15-Lee
20-Lucas
24-Thompson
31-Ellis/Rivers
43-Tatum
44-Kojis

So that leaves 1, 4, 5, 12, 13, 22, 23, 25, 30, 34, 35, 40, 41, and the 50s.

I guess you could have a policy where you freeze the numbers of the graduating seniors for a year, but that seems kind of silly.

Does the NCAA have a "right hand digit must be 0-5" rule?

I believe both digits must be 0-5 so that referees can show player numbers using both hands (such as when indicating a foul to the scorer's table).  Seems odd at first but is practical.

Actually, and as a basketball ref I can attest to this, it is so you can use one hand twice.

Oh, the practicality I knew,  I just wondered if it was required by any conference/the NCAA.
